It is essentially a dominant function chord whose function is to resolve to the specified diatonic dominant chord of the current key. For a secondary dominant, that That chord then resolves to the I or i chord. V/V - V - I. For V/ii, motion continues along the circle of fifths to reach the tonic: V/ii - ii - V - I.
