For speed, It should be held perpendicular to the face, allowing you to easily alternate between downstrokes and upstrokes without losing speed. Your picking motion should come from the wrist or elbow, not the thumb or finger joints. This will help keep a consistent rhythm both on a single string and when picking across strings (see [[C Major in Open Position and Alternate Picking|alternate picking]]).
